BSMI Releases CNS 12940-1 and CNS 12940-2 on Baby Strollers to Be Aligned with International Standards

Under the policy of creating a safe environment for children, the Bureau of Standards, Metrology and Inspection (BSMI) published two new standards for baby strollers, CNS 12940-1 and CNS 12940-2. These two standards replaced the old CNS 12940 and complement each other to make sure that children under 3 years old are well protected when riding in a carriage or stroller. CNS 12940-1 "Child use and care articles - Wheeled child conveyances - Part 1: pushchairs and prams" is based on ISO 31110 and applies to pushchairs and prams intended for the transportation of one or more children (with average weight of 15 kg) up to three years of age. CNS 12940-2 is based on EN 1888-2 and applies to pushchairs and prams intended for transportation of children above 15 kg up to 22 kg.
These two standards cover safety requirements, including those to address chemical, thermal and mechanical hazards. They also require disclosure of product-related information in "product marking," "purchase information," and "instructions for use," as well as appropriate warning messages. The new standards will provide guidelines for manufacturers to enhance the safety of their products.
The BSMI reminds parents not to leave the strollers unattended with the babies inside and to keep children away at a safe distance when opening or folding strollers. Parents are also advised to look for the Commodity Inspection Mark when buying strollers and carefully read the safety instructions and warnings to purchase products that are safe and appropriate to their babies. The BSMI will continue following the development of international standards for children's articles and align our national standards with them to offer children a safe and sound living environment.
