MOEA Launched Product Safety Certification Scheme and Verification of for Electric Vehicle Charging Systems,a Critical Step Towards Net-Zero Emissions

Electricity mobility plays a pivotal role in achieving the goal of net-zero emission by 2050. A safe and reliable electricity supply infrastructure is indispensable to expand the deployment of electrical vehicles. The Ministry of Economic Affairs (MOEA) implemented a voluntary product certification (VPC) system for electrical vehicle (EV) charging systems to ensure their safety on January 13, 2022 and a mandatory verification procedure to ensure their accuracy on January 1, 2023. An EV charging system shall comply with the metrological requirements if it is to be put into service in public transaction.
The MOEA explained that there are mainly two types of EV charging systems, the AC type (trickle charge) and DC type (quick charge). The certification standards for AC type EV charging system are CNS 15511-1 (Safety), CNS 15511-21-2 (EMC) and CNS 15700 (Safety). Those for DC type are CNS 15511-1, CNS 15511-23, CNS 15700 (all regarding safety), and CNS 15511-21-2, CNS 15511-24 (regarding EMC aspect). The conformity assessment procedure includes type testing and factory inspection.
The verification of EV charging system is performed in accordance with the "Technical Specification for Verification and Inspection of EV Supply Equipment." Important verification items include accuracy tests, repeatability tests, and time-keeping accuracy, etc. Where the EV charging system with multiple vehicle connectors is verified under the same verification certificate, an application for re-verification shall be made for all of the vehicle connectors if they have been repaired, adjusted or modified. Each vehicle connector shall be affixed with a verification mark after it passes the verification.
The BSMI urges companies to ensure the safety of their products and the correctness of labeling so as to protect the rights and safety of consumers. On the other hand, consumers are reminded to install EV charging systems bearing the VPC Mark, have qualified professional technicians to install the system in accordance relevant regulations and apply to the Taipower Company for power transmission. It is suggested that consumers follow the user's manual, read carefully the warnings and statements to use EV charging systems safely and correctly. Below are some important tips.
1.Before charging: Make sure that the charging interface is compatible with the interface used by the electric vehicle to avoid abnormal power transmission or operation of the EV charging system.
2.During charging: The voltage needed to charge EV charging system is quite high. Users shall:
(1)not pull out or touch the charging guns and cables.
(2)avoid using adapters.
(3)avoid staying in the car.
3.After charging: Make sure that the charging procedure has been completed. Turn off the EV charging system first and then unplug the charging gun.
4.The verification mark is affixed to the outer covering of the metering module to prevent tampering with the metering functions. It is also affixed to the front of the EV charging system in a prominent place. Consumers are advised to check the integrity of the mark when purchasing or using the equipment to protect their rights.
