Bureau of Standards, Metrology and Inspection (BSMI )announces inspection results of facial tissue

As facial tissue is a daily necessity, in order to ensure the quality of facial tissue sold on the market, the BSMI conducted an inspection on 10 randomly purchased facial tissues from shopping websites, wholesale stores, retail stores and shopping centers in Hualien County in the first quarter of 2019. Test results show that two sampled items failed the quality test and one item did not meet the Chinese labeling requirements.

Inspection standards
The quality test was carried out according to the CNS 4150 "Facial tissue" requirements on items such as weight (singly-layer), horizontal tensile strength (per draw), vertical moisture tensile strength (per draw), absorption per minute (single-layer), migratable fluorescent substances, number of draw, packaging and color dye migration. Meanwhile, the Chinese labeling requirements were carried out according to the Commodity Labeling Act.

Inspection results
1) Quality test:
1.1 All the sampled items complied the horizontal tensile strength (per draw), vertical moisture tensile strength (per draw), absorption per minute (single-layer), migratable fluorescent substances, number of draw, packaging and color dye migration with inpection standards.
1.2 Regarding weight (single-layer), two items (number 5 and 8) did not meet the requirement of over 12.0 g/m2 of the inspection standards.
2) Chinese labeling:
2.1 Chinese labeling: One item (number 9) failed because the product of origin was not stated in Chinese.

Follow-up procedures
The BSMI said that facial tissue is not under inspection schemeof commodities that must undergo mandatory inspection. Since the sampled facial tissues that failed the quality inspection posed no harm to consumer health, the BSMI has asked the importer or manufacturer to make improvements according to consumer protection regulations. Regarding the item that failed the Chinese labeling inspection, the Central Office of the Ministry of Economic Affairs has been informed to deal with the matter according to the Commodity Labeling Act.

Precautions when purchasing facial tissue products
The BSMI said that manufacturers and importers are responsible for product safety and correctness of labels. Consumers are also pleased to pay attention to the following precautions when purchasing facial tissues.

1)Consumers are advised to purchase products with clear, detailed Chinese labeling.
2)Consumers are advised to purchase facial tissue products that are easy to draw out and do not contain fluorescent substances.
3)Facial tissue is hard to break down because it composites with a higher proportion of long fiber, which is used to enhance tensile strength, and it contains wet strength agent. Do not flush facial tissue as it could cause the toilet to clog. Throw it in the trash can after use.
