BSMI Is Concerned About the Safety of Children's Toys and Released Test Results

Children's Day is coming, and parents often buy toys for their babies as celebration gifts. However, there are many kinds of toys on the market, and choosing suitable and safe toys is an important issue for parents. In order to ensure the safety of toys on the market, the Bureau of Standards, Metrology and Inspection (BSMI) randomly purchased 30 different types of toys at major department stores, bookstores, online shopping platforms and other sales channels for testing. The test results showed that one product did not comply with safety tests, and 6 products did not comply with the requirements of "Chinese Labeling" or "Commodity Inspection Mark".

The BSMI calls on parents to choose toys with the "Commodity Inspection Mark", and check the completeness of the Chinese labeling on the outer packaging, such as manufacturer name, address, main material composition, applicable age and other information, parents should read the instructions, warnings and precautions for use carefully. The BSMI would also like to remind parents that they should not allow children to put toys into their mouths or bite them to prevent ingestion of harmful substances. Parents are also asked to choose age-appropriate toys for children according to the product's Chinese labeling and other information, and to teach them the correct use of toys. In addition, the soft plastic bags used in product packaging should be destroyed immediately after unpackaging to avoid the risk of suffocation caused by children playing with the bags on their faces.

BSMI stated that these non-compliant products were subject to the following penalties in accordance with the Commodity Inspection Act:
1.For the 1 product that did not comply with the requirements of safety tests, the business operators were asked to recall or take corrective actions within a specified time limit. A fine of not less than NTD 100,000 and not more than NTD 1,000,000 will be imposed, if corrective actions are not completed before the time limit (Article 63-1).
2.For the 1 product that did not comply with the requirements of Commodity Inspection Mark, the business operators were asked to take corrective actions within a specified time limit. A fine of not less than NTD 100,000 and not more than NTD 1,000,000 will be imposed, if corrective actions are not completed before the time limit (Paragraph 1 of Article 59). For the 2 products that did not comply with the requirements of Commodity Inspection Mark and were found to evade inspection, a fine of not less than NTD 200,000 and not more than NTD 2,000,000 will be imposed (Paragraph 1 of Article 60). Additionally, the business operators will be asked to withdraw the products or take corrective actions within a specified time limit (Paragraph 2 of Article 63).
3.For the 3 products that did not comply with the requirements of Chinese labeling, the business operators were asked to take corrective actions within a specified time limit. A fine of not less than NTD 100,000 and not more than NTD 1,000,000 will be imposed, if corrective actions are not completed before the time limit (Paragraph 1 of Article 59).

The BSMI indicated that children's toys are not allowed to be released from production premises or imported before they are certified. The BSMI implements an annual market surveillance program to continuously monitor the safety of products on the market. In case non-compliant products are found, the BSMI will look into the cause, make interview reports and take actions in accordance with the "Commodity Inspection Act".
