2007 Plans & Policies

To facilitate internationalization of product certification systems and modernization of metrological techniques; to speed up harmonization of national standards with international standards; to promote management systems certifications (ISO 9001, ISO 14001, ISMS and OHSAS) in line with related international practices; and to engage in mutual recognition negotiations to achieve the goal of “one standard, one test, one certificate, accepted worldwide.”


II.Annual Action Plans


1.Establishment and Maintenance of National Measurement Standards
1.1Operation of National Measurement Laboratory
(1)To maintain the operation of National Measurement Laboratory

To maintain primary national measurement standards and calibration service traceable to primary standards; to train national metrological technicians and disseminate metrological information.

To engage in researches of metrology and measurement standards to fulfill national industrial demands.

To assist in improve the mechanism of developing legal metrology technologies.
(2)To develop and implement accreditation systems

To Design and promote the accreditation system for advanced technologies.

To promote internationalization of domestic accreditation systems.

To Create the knowledgebase system of conformity assessment services.

To Promote national accreditation collaboration projects.
(3) To establish and maintain national ionized radiation standards

To maintain ionized radiation standards and provide related services.

To improve and develop researches on ionized radiation standards.

To promote the application of ionized radiation standards.
(4) To establish and maintain national standard time and frequency

To maintain the operation of National Standard Time and Frequency Laboratory and extend research projects.

To improve calibration technology for time and frequency.

To disseminate the concept of time and frequency and promote related researches.

1.2 Nanometer Technology Measurement Standards
(1) To develop researches on the measurement of size references.
(2) To develop researches on the measurement of forces.
(3) To develop researches on the technology of micro-flow measurement standards.

1.3 Standards and measurement standardization for Flat Panel Display (FPD) industry
(1) To develop standards and technologies for FPD Key Parameters
(2) To engage in measurement standardization and development of instrument.

2.Establishment and Maintenance of National Standards
2.1 Research and Development on Information Communications Technology Standards
(1)To actively participate in activities of international standardizing organizations, such as UN/CEFACT, AFACT and ISO.
(2)To participate in eASIA Awards activity.
(3)To develop related information & communications standards.
2.2Strategies and Harmonization Plans for the Development of National Standards
(1)To research on strategies for the development of national standards.
(2)To establish a platform for the exchange of information on national standards.
(3)To introduce and disseminate knowledge concerning national standards information.
(4)To harmonize national standards with international standards.

3.Commodity Inspection
3.1 Enhancement of the Effectiveness of Commodity Inspection and Certification
(1)Consumer and Chemical Engineering Products

To conduct certification of chemical engineering products and agricultural & fishery products.

To commission inspection activities to third-party laboratories and assist private certification bodies in improving their certification techniques.

To participate in international conformity assessment activities so as to assist the industry in expanding export of their products.
(2)Mechanical, Electrical and Electronic Products

To refine related inspection regulations and certification management activities.

To extend the scope of private inspection resources used in mandatory inspection and to establish a domestic inspection environment that could attract investment from abroad.

To participate in international conformity assessment activities so as to assist the industry in expanding export of their products.

3.2 Planning of Inspection Administration and International Affairs
(1)To implement market surveillance; to perform checks on commodities subject to inspection to prevent non-conforming products from entering the market; to conduct projects on the market surveillance of products which are of high risk and unsafe so as to protect the consumers.
(2)To implement consumer protection activities and to conduct a project entitled “Research and Establishment of a Consumer Product Safety Information Network in Taiwan.”
(3)To provide various management system certification services and to do a research on a professional technique database of different certification programs to maintain high quality of management system certification services.
(4)To promote international cooperation and participate in the APEC activities concerning standards and conformance.
(5)To be engaged in mutual recognition agreements/arrangements with regulatory authorities of other countries.

3.3 To develop testing and technical services
(1)To perform product inspection, testing and technical services.
(2)To implement the registration of product certification and type approval and to strengthen post-market surveillance.
(3)To hold seminars on the training of professional technical staff and inspection techniques.
(4)To conduct research projects and publish research papers.
(5)To establish new inspection technology and inspection of products in failure-mode.
(6)To perform proficiency test and seek accreditation of the testing laboratories.
(7)To implement certification of the performance of digital televisions.
(8)To establish inspection technology and system for deep sea water.

4.Promotion of Standardization and Metrology Administration
4.1 Development of Standards and Management of the CNS Mark
(1)To update and maintain national standards.
(2)To promote internationalization of national standards.
(3)To revise national standards to meet the needs of policies and industry.
(4)To improve national standardization system.
(5)To strengthen the promotion and management of the CNS Mark.

4.2 Establishment and Provision of Services Concerning Standards Information
(1) To manage and maintain On-line Service Systems for national standards(CNS) and foreign standards.
(2)To make English versions of national standards available and compile the English version of the CNS Catalogue.
(3)To collect and update information on foreign standards.
(4)To promote services related to standardization.

4.3 Metrological Administration and Subcontracted Verification
(1)To review the act and regulations related to metrology.
(2)To hold courses on the training of metrology staff.
(3)Management of measuring instruments enterprises.
(4)Management of the conformity sticker of legal measuring instruments.
(5)To promote the use of legal metrology units.
(6)To actively participate in activities of international and regional organizations of legal metrology.
(7)To promote internationalization of metrology administration by harmonizing technical regulations with international recommendations
(8) Promoting measure-instrument inter-comparison among metrological laboratories and be engage in mutual recognition negotiations.
(9)To implement the audit and registrations of measuring instruments for type approvals.
(10)To commission verification activities to third-party non-profit verification bodies, measuring instruments including Electricity Meters, Radar Speedometers, Sound Level Meters, Breath Alcohol Testers and Analyzers, Luminance Meters, Vehicle Exhaust Emissions Analyzers and Rice Grain Moisture Meters.
(11)To improve the efficiency of national measurement services, strengthen metrological standards and improve management of accreditation systems.
(12)To conduct a project entitles " Construction Project of Low-Frequency Time and Frequency Broadcasting System"

4.4 Verification and Inspection of Measuring Instruments
(1)To conduct verification and inspection of measuring instruments to ensure the accuracy of such instruments.
(2)To conduct inspection of measuring instruments and market surveillance.
(3)To provide calibration services to the industry.
(4)To process disputes and reported violations involving measuring instruments to ensure fair trade.
(5)To train metrological technicians and refine verification techniques.

4.5 Establishment of an Environment for the Application of Information and Communication Technology
(1)To design and establish an Environment for the technical standards of digital contents and digital lifes.
(2)To design and establish a framework for the technical standards of digital households.
(3)To recommend the technical standards of health and medical treatment.
(4)To design and establish a platform for the management of information and telecommunication technical standards for the industry.
