Tesla Proprietary Connector (TPC) Charging Specification Incorporated into National Standards to Round Out the Electric Vehicle Charging Infrastructure and to Safeguard Consumer Rights

There are currently 7 charging specifications for electric vehicles provided by relevant international standards, 3 for AC system and 4 for DC system. Having considered the significant market shares (almost 90%) of Tesla EV in domestic market, the Bureau of Standards, Metrology and Inspection (BSMI) revised 4 national standards on charging stations to incorporate Tesla Proprietary Connector (TPC) charging specification to accommodate the needs of the majority of electric vehicle users and to provide alternatives to the deployment of public charging stations. The 4 national standards were published on December 7, 2021.

Policies for achieving widespread adoption of electric vehicles has been undertaken globally to meet the target of net-zero emissions. A sound and well-designed charging infrastructure is critical to the success of the policies. With a view to relieving the range anxiety of electric vehicle drivers, the BSMI proposed to add TPC as the additional charging specification during the process of reviewing national standards related to charging stations for electric vehicles. With the revision, testing laboratories will be able to perform tests of TPC charging stations, which helps to enhance their quality and safety. It also allows the government to use the appropriate charging specifications based on the conditions of installation and user needs when deploying public charging stations.

Besides, public safety will be further ensured to have charging stations tested to be in compliant with national standards. We believe that the domestic electric vehicle charging infrastructure becomes more robust after the new revisions, which shall lead to rapid growth of electric vehicle related industry and provide unimpeded travel experience to electric vehicle users.

The following 4 national standards are revised as a result of the review.
1.CNS 15511-1, "Electric vehicle conductive charging system-Part 1: General requirements," with amendment of adding requirements for charging protocols.
2.CNS 15511-23, "Electric vehicle conductive charging system-Part 23: D.C. electric vehicle charging station," with amendment of adding requirements for charging protocols.
3.CNS 15700-2, "Plugs, socket-outlets, vehicle connectors and vehicle inlets-Conductive charging of electric vehicles-Part 2: Dimensional compatibility and interchangeability requirements for a.c. pin and contact-tube accessories," with amendment of adding dimensional specifications of TPC AC charging interfaces.
4.CNS 15700-3, "Plugs, socket-outlets, and vehicle couplers-Conductive charging of electric vehicles-Part 3: Dimensional compatibility and interchangeability requirements for d.c. and a.c./d.c. pin and tube-type contact vehicle couplers," with amendment of dimensional specifications of TPC DC charging interfaces.
