Exterior Wall Tiles Subject to Mandatory Inspection Beginning on August 1, 2021

The Bureau of Standards, Metrology and Inspection (BSMI) had announced to include exterior wall tiles in the scope of mandatory inspection to ensure their safety and protect the rights and interests of consumers. Beginning on August 1, 2021, exterior tiles, both imported and domestically-manufactured, are required to pass inspection before they can be placed on the market.

The BSMI indicated that cases of exterior wall tiles falling were frequently reported and the falling tiles pose risks to the safety of pedestrians. In response to this public safety issue, the BSMI had held a number of meetings with the ceramic tiles industry to reach a consensus on regulating the quality and safety of exterior wall tiles. In addition, the BSMI also coordinated with relevant government authorities, the Public Procurement Commission of Executive Yuan and the Construction and Planning Agency of Ministry of Interior, to ensure effectiveness of this regulatory approach. As a result of these efforts, the technical regulation for exterior wall tiles was announced on November 9, 2020 and will be implemented beginning on August 1, 2021.

The BSMI mentioned that the inspection standard for exterior wall tiles is CNS 9737 on ceramic tiles. Products to be imported and domestically-manufactured are required to complete the conformity assessment procedures, including type tested against the standard and factory inspected by the BSMI, and then bear the Commodity Inspection Mark before they can be placed on the domestic market for sale.

The BSMI urges manufacturers to ensure the safety of products and accuracy of markings to protect consumers. It also reminds business operators associated with the design and construction of buildings, as well as consumers, to purchase exterior wall tiles that are affixed with the Commodity Inspection Mark.
