The Standards Division (the First Division) of the Bureau of Standards, Metrology and Inspection (BSMI), MOEA is responsible for the development and compilation of National Standards of the Republic of China (CNS).It is recognized that the establishment of consistent standards for products, procedures and services is important to ensure a constructive relationship between production and consumption.The CNS is developed by consensus with the participation from interested parties to promote public welfare by taking into account of consumer interests, industry needs and international practices.

Standards are documents approved by consensus by a recognized body that provide, for common and repeated use, rules, guidelines or characteristics for products, processes and services.The CNS is the basis for government agencies, public and private organizations, enterprises, factories, certification bodies or laboratories to carry out inspection, certification, accreditation, recognition or other conformity assessment activities.The application of CNS ranges from voluntary use by businesses in purchase or production to mandatory use when referenced by technical regulations.

"The Standards Act" was promulgated in 1946 and a National Bureau of Standards was established then under the Ministry of Economic Affairs to manage standardization matters.The Act was subsequently amended in 1997 in order to accommodate changes to global trade, on the one hand, and to meet the obligation for acceding to the World Trade Organization. The Regulations for the Establishment of National Standards was amended in 1996 and 1998 respectively to promote the quality of standards and facilitate the harmonization of national standards with international standards.On January 26, 1999, the standardization activities were taken up by a newly formed organization, "Bureau of Standards, Metrology and Inspection (BSMI)", as a result of government re-organization in order to integrate conformity assessment related activities.

The 21st century is an age of global market competition. National standards play an important role in leading the industry to adapt to the fast changing economic situation under a trade environment with more liberalization and internationalization.Having recognized this, more efforts will be devoted in participating in standardization activities of international and regional standardizing organizations to understand the development of international standards.It is hoped that our industry would be able to provide their products or services meeting the requirements of international standards and thus expanding their market share in global trade through the procedure of harmonizing the CNS with international standards.
