What are the conditions for products that can apply for exemption from inspection ?

Provisions concerning conditions for products that can apply for exemption from inspection are listed in Articles 4-13 of the Regulations Governing Exemption from Inspection of Commodities.Below is a list of these Articles for quick reference.

Article 4
If commodities are to be imported for private use and are not for sale, and the declared value for every single item on the import declaration form is under US$1,000 or the import volume of the commodity with the same specification and type does not exceed any of the following quantities, exemption from inspection shall be granted except where stipulated otherwise in these Regulations:

1.Parts and accessories for liquid petroleum automobile combustion systems: 8

2.Tires: 5

3.Light alloy wheels: 5

4.Fire-escape doors for construction purposes: 3

5.Stabilizers: 6

6.Information technology products: 5

7.Incandescent tubes and light bulbs: 5

8.Electricity distribution equipment and electrical parts: 5

9.Other commodities: 2

Article 5

If commodities are to be imported for purposes of commercial samples, exhibition, research and development or testing and are not for sale, and the declared value for every single item on the import declaration form is under US$1,000 or the import volume of the commodity with the same specification and type does not exceed any of the following quantities, exemption from inspection shall be granted except where stipulated otherwise in these Regulations:

1.Parts and accessories for liquid petroleum automobile combustion systems: 8

2.Automobile seatbelts: 9

3.Fire-escape doors for construction purposes: 3

4.Stabilizers: 6

5.Electricity distribution equipment and electrical parts: 25

6.Other commodities: 5

Article 6

If toys are to be imported for private use, commercial samples, exhibition, research and development or testing and are not for sale, the import declared value for every single item on the import declaration form is under US$1,000 and the import quantity of toys with the same specification and type does not exceed 20 pieces, exemption from inspection shall be granted.

Article 7

For commodities to be imported that exceed the value or volume stipulated under Articles 4 to 6, an applicant may apply to the BSMI by providing related documents for a special exemption from inspection due to requirements of inspection standards, equipment, facilities, or other special conditions.

Article 8

If commodities are to be exported for private use, commercial samples, exhibition, research and development or testing and are not for sale, and the declared value for every single item on the export declaration form is under US$5,000, exemption from inspection shall be granted.

Article 9

For commodities are to be imported for private use, commercial samples, exhibition, research and development or testing and are not for sale, application for exemption from inspection is limited to one time within six months for commodities with the same specification or type. For articles to be used in research and development or testing, an applicant may apply to the BSMI for special exemption from inspection by submitting a research and developing plan and a document describing the storage facility of the commodities.

Article 10

Exemption from inspection will be issued to applicants with commodities that comply with subparagraph 5, Paragraph 1, Article 9 of the Act.

[Text of the referenced Article: Where an exemption from commodity inspection is granted by the BSMI to the imported or domestically manufactured commodities which are intended to be exported after further processing or assembly or to the imported commodities to be exported in its original form;]

Article 11

Exemption from inspection will be issued to applicants with commodities that comply with subparagraph 6, Paragraph 1, Article 9 of the Act.

[Text of the referenced Article: Where an exemption from commodity inspection is granted by the BSMI to imported or domestically manufactured parts or components of commodities subject to inspection, which are required for processing or assembly for the finished product(s) and will be inspected in its entirety as a finished product(s) in accordance with the same inspection standards applicable to such finished product(s).]

Article 12

Certain commodities from business enterprises approved by the competent authority to be imported for purposes of commercial samples, exhibition, research and development or testing, or to be exported after further processing or assembling, shall not be subject to limitations on the value, quantity, number of applications orthe case-closure procedure mentioned in these Regulations.


Article 13

Exemption from inspection shall not be permitted for the importation of the following commodities:

1.Anti-explosion motors;

2.Large computers with a rated power output above 30KVA; and

3.Commodities with a rated power output above 30KVA, and subject to electromagnetic compatibility inspection.
