BSMI protects consumer interests through source management and market inspection

The Bureau of Standards, Metrology and Inspection (BSMI) is an agency dedicated to safeguarding consumer interests. The BSMI conducts regular market surveillance and inspections to prevent unsafe and non-compliant products from entering the market.

The BSMI has completed inspections on 340,000 batches of imported goods in 2012, 55,104 of which were done through random selected batch inspection, batch by batch inspection, monitoring inspection and registration of product certification border checks. A total of 553 batches were found to be non-compliant. The non-compliant rate was one percent and the total value of the entry goods that failed to meet the requirement amounted to NT 148.4 million. Meanwhile, the BSMI strengthens its border inspection measures on specific products when overseas companies or agencies issue recalls.

Aside from pre-market inspection, the BSMI ensures product safety by implementing a wide range of safety assurance measures, such as post-market surveillance checks. The BSMI drafts annual market surveillance plans on high risk products, seasonal products and products that are receiving significant attention from the media, consumers and various organizations.

In 2012, the BSMI checked 45,079 products during market inspections and purchased another 2,043 sample items from the market for testing. The BSMI adopts a robust track and trace system to search for the cause of non-compliance. Manufacturers and importers of non-compliant products are subject to penalties under the Commodity Inspection Act and Consumer Protection Law.

The BSMI inspected various consumer products purchased from the market in 2012, including Buddhistic lights, color pens, children’s shoes, passenger car tires, women’s underwear, electric mosquito zappers, erasers, disposable lighters, handheld lanterns, children’s clothes, electric neck and shoulder massagers, incense products, portable gas stoves, gas cans, costumes and Christmas ornaments and decorations.

The BSMI also worked hand in hand with Consumers’ Foundation and purchased various sample products from the markets for testing, such as water filters, food processors, children’s bath toys, baby carriages, inline skating shoes, disposable adult diapers and bread-making machines.

Inspection results are posted on BSMI’s product safety information website. Press conferences and press releases are organized in occasion of major events. (see attachment)

To raise the public’s awareness toward commodity safety, the BSMI publishes brochures, distributes information and holds regular promotion activities. A total of 533 activities have been held in 2012 at schools, carnivals and retail stores nationwide. The BSMI urges consumers to purchase products that come with BSMI’s product safety mark.
