Regulations Governing Implementation of Management System Certification

To enhance the level of quality management of Taiwan's organizations, improve environmental performance, ensure occupational health and safety, assure good information security and promote food safety management, the BSMI provides services of quality, environment, safety and health, information security and food safety management certification as an independent third-party certification body. The Ministry of Economic Affairs adopted the "Regulations Governing Implementation of Management Systems Certification" on January 9, 2002 to conduct these activities. On January 1, 2004, the BSMI further adopted "Rules Governing the Management Systems Registration Logos of the Bureau of Standards, Metrology and Inspection" to specify the use of BSMI management systems logos.

Quality Management System (QMS) Certification

The purpose of quality management system certification is to enhance the level of quality management of Taiwan's organizations, ensure quality of products, and protect the rights and interests of buyers and consumers.
The certification standard is ISO 9001 (CNS 12681) and 1,304 organizations have been certified as of May 15, 2008.

Environment Management System (EMS) Certification

The purpose of environment management system certification is to assist Taiwan's organizations in implementing environmental management systems, enhancing public image, and improving environmental performance so as to meet the goals of pollution prevention and sustainable development.
The certification standard is ISO 14001 (CNS 14001) and 228 organizations have been certified as of May 15, 2008.

Occupational Healthy and Safety Management System Certification

The purpose of this certification is to ensure compliance of the safety and health performance of Taiwan's organizations with legal requirements and their OH&S policies, and to promise continual improvement.
The certification standard is OHSAS 18001 and 78 organizations have been certified as of May 15, 2008.

Information Security Management System (ISMS) Certification

The purpose of this certification is to assist Taiwan's organizations in establishing and maintaining good information security management system as to provide confidence to buyers and interested parties.
The certification standard is ISO 27001 (CNS 27001) and 27 organizations have been certified as of May 15, 2008.


Hazard Analysis and Critical Control Point (HACCP) System Certification

The purpose of HACCP certification is to enhance Taiwan food manufactures' level of food safety management systems. As of November 30, 2004, there were 54 food manufactures being certified.

Food Safety Management System (FSMS) Certification

The purpose of this certification is to promote Taiwan food manufactures' level of food safety management systems. The certification standard is ISO 22000 (CNS 22000) and 12 organizations have been certified as of September 30, 2007.

Fees involved in the application for registration

For those making applications directly to the BSMI:
1. Application fee: NT$10,000 per case.
2. Fees for assessment, re-assessment and surveillance: NT$8,000 per day per person.
3. Certificate fee for new applications: NT$ 2,000 per case.
4. Re-issue of certificate: NT$ 500 per case.
5. Annual fee: NT$12,000 per case per year.
6. With regard to foreign manufacturers, the expenses for traveling abroad, accommodation, boarding and miscellaneous fees incurred by the audit team should be additionally charged, according to the regulations concerning the expense for overseas businesses.

For those making applications to the BSMI via cooperation partners:
1. Annual fee: NT$12,000 per case per year.
2. Application fee: NT$10,000 per case.
3. Certificate fee for new applications: NT$ 2,000 per case.
4. Re-issue of certificate: NT$ 500 per case.


Accreditation

As a third-party management systems certification body, the BSMI is accredited by the Taiwan Accreditation Foundation (TAF), an independent national accreditation body in Taiwan, in its quality management system certification and environment management system programs.
